The vanguard is being led by Illinois (where else?) State Representative Kenneth Dunkin, who has proposed an amendment to the state’s Firearm Owners Identification Control Card Act that would require every firearm owner to carry a $1,000,000 liability policy.

Sam, thank you for that. I’d fallen back into my UK English, where to “table” an amendment is to “propose” it, rather than the opposite meaning it has over here.
